Declan C. Leonard (Partner)
A life-long resident of Northern Virginia, Declan C. Leonard is a partner in the employment law, business law and government contracts sections of Albo & Oblon, practicing out of the firm's main office in Arlington, Virginia. He is the editor of the "Virginia Employment Law Alert," a quarterly e-newsletter highlighting important issues and court decisions in the area of employment law. He is frequently quoted in such major newspapers as the Washington Post, the Washington Business Journal and Lawyers Weekly as an authority on employment and business law issues. In addition, he regularly writes articles on employment law for the Society for Human Resource Management ("SHRM"), the nation's largest trade association serving the human resources profession.

Mr. Leonard regularly advises both institutional and individual clients in all facets of the employment relationship, from the hiring stage through the termination process. He is intricately knowledgeable about the numerous federal and state laws and regulations affecting the workplace, including Title VII of the Civil Rights Act, Americans with Disabilities Act, Age Discrimination in Employment Act, Fair Labor Standards Act, and Family and Medical Leave Act. With regard to the Family and Medical Leave Act, Mr. Leonard successfully argued in federal court the proper method to determine an employee's entitlement to intermittent leave under that statute, the first such published decision on that issue in the country.

In addition to employment law, Mr. Leonard has extensive experience in business litigation and government contracts, including breach of contract cases, enforceability of non-competition agreements, allegations of conspiracy to injure business, bid protests, certified claims, and collection of accounts receivables. Mr. Leonard has handled a multitude of transactional work for the firm's business clients, including the preparation of asset purchase agreements, stock transfer agreements, joint venture/teaming agreements and corporate formation documents.
